All Canadian flight crew licences, permits and medical certificates in the current format will expire in the near future.
The Aviation Document Booklet will be the new format of presenting licences, permits, medical certificates and ratings. It consolidates these documents in one convenient book and adds features to enhance security such as photo identification of the holder.
A Canadian Border Services Agency (CBSA) study of 50 federal documents on "Document Security Risk Analysis" determined that current Canadian aviation documents (flight crew licences and medical certificates) fell into a high-risk category.
The CBSA made recommendations to address the security-related risks in the Report on Document Security in the Government of Canada dated June 2006.
Based on these recommendations, Transport Canada approved the design and implementation of a new format for flight crew and air traffic controller licences.
The Aviation Document Booklet will look similar to the Canadian Passport. It will consolidate four documents: licences, permits, medical certificates and records of competency.
It will be valid for five years and will conform to international standards.
The licences, permits and medical certificates, in the current format, will expire on specific dates in the near future. It is important to note that you will no longer be allowed to exercise the privileges of your licence or permit after the expiry date and that you have to apply for the new licence.
If you do not apply for a new Aviation Document Booklet, you will no longer be allowed to exercise the privileges of your licence or permit after the expiry date.

Language proficiency record
If you do not have a language proficiency recorded with Transport Canada you will not receive the new Aviation Document Booklet. Language proficiency will be a licensing requirement for issuance in accordance with the CARs.

Schedule for replacing existing documents
- Aeroplane/Helicopter Airline Transport Pilot or Commercial Pilot Licence holders may submit applications now.
Current licences will expire on March 31, 2009.
- Private Pilot, Flight Engineer or Air Traffic Controller Licence holders may submit applications starting January 1, 2009.
Current licences will expire on December 31, 2009.
- Glider Pilot Licence, Balloon Pilot Licence, Pilot Permit-gyroplane, recreational or ultra-light aeroplane holders may submit applications starting January 1, 2010.
Current licences will expire on December 31, 2010
Holders of more than one document should apply for a replacement Aviation Document Booklet by the earliest applicable deadline listed above to avoid the expiry of any of their documents.
If the document holder allows his current licence or permit to expire without obtaining a new booklet, exactly the same booklet application can be submitted at a later date in exactly the same way it needs to be submitted now.
Applicants for any new licence or permit
Complete the licence or permit application form (Application for Flight Crew Permits/Licences, form number 26-0194) and complete the application form for the new Aviation Document Booklet (Application for Aviation Document Booklet, form number 26-0726).
How to apply?
Replacing existing documents with a new Aviation Document Booklet requires existing document holders to complete four steps. The fourth step happens upon receipt of the new booklet.
Step 1: Have a passport-style photograph taken by a commercial photographer in accordance with the specifications.
Step 2: Complete the Application for Aviation Document Booklet, form number 26-0726 (0804-01).
Step 3: Submit the completed application form and the photograph to a Transport Canada licensing office.
Step 4: (upon receipt of the new booklet) Review the new Aviation Document Booklet immediately upon receipt to ensure that all the information contained in the booklet is correct. If all the information is correct, sign the booklet in the space provided on page 2.

The cost $$
When the concept of a security-enhanced document was being considered, COPA emphasized that the benefit was not to pilots but rather to meet government goals. Therefore, pilots should not have to pay for replacement of their existing documents. Transport Canada listened.
One of the reasons for the passport format is to keep the cost down. Using the same production facility and security production processes as the passports makes sense. The cost that you will incur will be limited to the cost of obtaining a passport photograph from a commercial photographer and mailing cost of your application form.
The current fee schedule for Personnel Licensing and Training remains in effect for applicants for new licences, permits and ratings.
