Transport Canada is establishing a Working Group under the Canadian Aviation Regulation Advisory Council to study voluntary and non-punitive reporting programs. CARAC Working Groups are joint industry/government committees formed to develop changes to Canadian Air Regulations. The objective of this new group will be to review the current reporting process and provide recommendations regarding the establishment of voluntary reporting programs, some of which may include immunity from enforcement.
The United States has established its Aviation Safety Action Programs. These generate safety information that might not otherwise by available by providing immunity from legal enforcement under certain conditions. The first Working Group meeting for this initiative in Canada is scheduled for June 15, 2001. Contact Kevin Psutka.
