A Transport Canada report summarizes the aviation enforcement actions pursued by government. In a one-year period ending in 2000, 1,382 cases were investigated from a total of 2,615 alleged violations reported. Of these, 375 violations resulted in enforcement measures consisting of suspension of aviation documents, monetary penalties and judicial actions. Another 168 violations were detected and dealt with by way of oral counselling. The most frequently cited violation was “low flying” followed by “failure to comply with ATC instructions” and then “acting as a flight crew member without a valid licence.” COPA has published a “Guide to Understanding the Aviation Enforcement Process.” it is available on the “Members Only” section of the COPA Web site or in hard copy through COPA headquarters.
