NavCan’s new daily charge to begin March 1

Nav Canada wishes to remind operators of propeller aircraft weighing three tonnes or less that the new daily charge of $10 will apply to departures from seven international airports as of March 1, 2008.

Following consultation with aviation associations and other stakeholders on Nav Canada’s overall charging methodology, the Company announced the new charge in April 2006.

Effective March 1, 2008, the new $10 daily charge will be applied to propeller aircraft weighing 3.0 tonnes or less (MTOW) that depart from Vancouver, Calgary, Edmonton, Winnipeg, Toronto (L. B. Pearson), Ottawa (Macdonald-Cartier), or Montréal (Trudeau) international airports. At Vancouver International Airport the new daily charge will also apply at the water aerodrome.

The charge will apply to an aircraft each day it departs from one or more of these airports. A day is defined as each 24 hour period that commences at 0800 GMT.

An annual maximum limit of $1,200 per aircraft will apply to the new charge. The annual period will run from March 1 to February 28 (or 29).

The new daily charge will apply in addition to the existing annual and quarterly charges. The annual and quarterly charges do not count towards the annual maximum pertaining to the new daily charge.

Most of the existing exemptions from charges will also apply to the new daily charge. The following additional exemptions will also be provided:

• A departure that follows a landing by a flight where an emergency was declared and where the airport had not been the intended destination.

• A departure that follows a landing by a flight using the airport as a weather alternate.

• Operational training flights related to search and rescue operations under the direction of the Department of National Defence.

The charges for a month will be invoiced in the month following the flight activity, and customers will have 30 days from the date of the invoice to make payment without incurring any interest charges.

Also, charges for jet aircraft weighing three tonnes or less will be adjusted on March 1, 2008, as announced in July 2007 following consultation. This charge, which is not limited to the above-noted seven airports, will be the lesser of a daily charge of $140 and the movement-based charges (Terminal and Enroute).
